A venue to present possible casualty tracking solutions
This project aims to host a casualty tracking workshop soliciting solutions to the casualty tracking challenge, and offering industry experts a venue to present possible casualty tracking solutions to EPPR, the ACGF, and invited industry experts and partners. The project is a follow-up action on earlier exercise findings, and contribues especially to EPPR Strategic Objective 3. "Improving emergency preparedness and response programs at the local, national, regional and international levels, including arrangement for mutual assistance, to ensure they are commensurate with the level of risk that exists".
On October 27, 2020, the EPPR and ACGF held Arctic Guardian, a joint table‐top exercise (TTX) focused on SAR and MER objectives, a collaboration between the EPPR and ACGF, and a number of the other objectives specific to EPPR and ACGF mandates. One of the exercise objectives was to demonstrate an understanding of goals, arrangements and procedures in support of scenario‐based casualty tracking, i.e. the ability to accurately and efficiently track the documentation and rescue of vessel passengers/crew members.
An observation from the Arctic Guardian After Action Report (AAR) was that casualty tracking differs greatly across all Arctic nations and some nations noted it as an area of concern, and a need was identified to explore sharing of best practices. Further to the Arctic Guardian TTX, during the Arctic Guardian 2021 LIVEX/Seminar, participants were requested to identify search and rescue/ casualty tracking protocols and recommendations on how to improve these protocols within the Arctic.
